Have no idea on that grooved out section unless the prior owner had some kind of sight there.
That sight is a good one for sure.
Will have to go with the rifle.

I am not so sure that it would be wise to spend much of your hard earned $$$ trying to fix that old SRC. The serial number places the date of manufacture in January 1923… approximately 4-years before Winchester introduced Stainless Steel barrels. So. in addition to needing a correct replacement stock, the barrel is unlikely to be original to the receiver frame. On the plus side, the Lyman No. 103 Micrometer Windguage sight is worth at least $500 all by itself.
