He edited the original post, I think it was 695 before. The sight is a refinished sight.

The base looks reblued. The top doesn’t appear to be, or at least not buffed. Maybe the top takes blue different than the base. A good usable sight none the less. Thanks for your interest, Dana
Original sights do not have blue over the elevation graduations and the “0” mark.
