No, it does not. The “W.H.V.” indicates that a Nickel Steel barrel was installed for those cartridges that would ordinarily have a black powder barrel. In nearly all cases, the letters “WHV” will be stamped on the underside of the barrel.

But sometimes sighting is an issue with the different velocity loads , as shooters of theses jewels know. Such is the case with the controversial distinctive 32 spcl rear sight (never mind the looks) it is calibrated for the smokeless 32 Spcl ballistics as this was standard for this Cal although I believe this unique sight has extra variance in the height selection in case someone may reload for Black (in case smokeless was a passing fad as in one members here signature )
Was there different rear sights or stepped elevators factory issued for the WHV guns ? I know there are the 2 different models of the Lyman Tang sights for the 2 different trajectories of smokeless or Black

There are also notations in the George Madis Sight Book and in other Winchester sight documents for taller front sights when “High Velocity” is listed.
Yes, the 32 WS Rear Sight was originally designed for smokeless and black powder.
