There is one possibility is who ever put it in there, they pinned it into the barrel. Look in the middle of the sight for any kind of screw or round pin. Its just odd they it rocks around but does not move.

I am having a hard time understanding why that sight is moving slightly on both ends, and not pushing out. It's hard to tell in the pics if there is possibly a pin or screw in the center holding it in position. Rust or Loctite doesn't seem to be the problem. If you google gun sight pusher, you will see what I mean by "sight vise"

Naturally removing the wood to secure the barrel and then push the sight out. Apparently easier said than done! Good Luck!
