The serial number you mention is missing two digits (the leading digits). Winchester did not add the “A” suffix until serial numbers reached 16738. Additionally, the 22 Hornet was not available until several months into the Model 43 production run.
Is the serial number stamped on the left hand side of the front frame ring, or is it on the right hand side of the frame ring? All of the early serial numbers (pre “A” suffix) were on the left front side of the receiver. When the “A” series was introduced, the serial number was moved to the right side of the receiver frame.
Nest question… is this rifle drilled & tapped for mounting a scope ? Is the front face of the rear frame ring milled with a 45-degree bevel ?

Only thing I remember for sure is, that is was not drilled and tapped for a scope. If I remember correctly the serial number was on the right side of the front frame ring and the rear frame was at a 90 degrees, no bevel. I have to revisit the shop that had it, to confirm the serial number location and rear frame bevel.
The serial number has definitely been altered if it only has “139A”. If the frame ring does not have the 45-degree bevel, it should have two holes drilled and tapped for a scope block (with filler plug screws in them). One other thing I forget to mention… serial number 139 was made with a straight bolt, whereas the “A” series rifles all had the bent (swept) bolt.
