Hello Calvin,
Per my research survey, it was manufactured late in the year 1938. It should have a “38” or a “39” date stamped barrel. Which caliber is it? Can you check the barrel date? I would like to see pictures of it
If you would like to find the exact date of manufacture, contact Pauline Muerrle. Have her look it up in the late production Model 92 serialization records.

Bert,
I wish to improve my knowledge base here. If this rifle was manufactured in late 1938, why might it have a “39” on the barrel? Unless these barrels were stamped “39” for anticipation of being used in 1939, but as the year 1938 drew to a close, Winchester wasn’t steadfast about a barrel marked “39” being used for assembly purposes for a rifle manufactured in the year 1938.

Thanks Bert for reply, it has a 39 stamped on barrel and the caliber is 218 Bee. Not sure I can post pictures here! How would I contact Pauline? Thanks again!
Calvin,
The 1938 date is when the serial number was stamped (applied) to the receiver frame, and that is the official date of manufacture per the BATF.
A receiver frame manufactured in late 1938 may not have been assembled until sometime later in the year 1939 (or later).
Production and assembly of the Model 65 was very slow due to it being during the Great Depression time period. Winchester did not ever mate (match) dated barrels to the receiver frame date. It is quite common to find a barrel that is dated +/- 1-year different than the receiver frame.
