They would be for rifles. The range markings would narrow down what it was on.

I measured a couple and the carbines are 1.93″ to 1.95″ and the rifle sights are 2.55″

I believe that you are referring to what Winchester called the Sporting Leaf Rear sight. It was available for the Model 1873 (graduated from 100 to 800 yards, the Model 1876 and Hotchkiss (graduated from 100 to 1000 yards). Probably used on other Winchester rifles as well. I think with the leaf flat, the notch is the 100 yard setting. Raise the leaf and with the slider at the bottom and that is 200 yards, etc.
Here is one marked 2 to 10 and 1876 at the top of the leaf.
