It’s definitely a non-original and refinished 14" carbine, so surely not interested in it. However, it doesn’t sound like the seller has an exemption letter from the ATF. Wouldn’t that make this rifle illegal to own or sell?

Not enough information… no SN is given.
So we don’t know if it letters.
It might already be exempt from the NFA by SN, the ATF publishes lists of guns exempt from the NFA, and updates them every few years.

I’ve owned a couple of short rifles/carbines that were out of the letterabale range, but was on the C&R NFA exempt list.
The rifle is definitely not original and the barrel has been cut down. The forward barrel band is on the incorrect side of the front sight, the fore end is too long for a 14 inch carbine, and the barrel address is positioned incorrectly with relationship to the rear sight. On original 14 inch barrels it extends underneath the rear sight. I had been in contact with the seller a few days ago and explained the problems with the gun and the potential problems with the legality of the sale. He does not agree with my assessment. Oh well
