Probably impossible to fit pad without stock (esp on custom rifle), as pad must be shaped, buffed down, to fit stock exactly. But sorry I even mentioned G&H, because this price for a few hours work, or to be generous, let’s say a half day, is utterly SHAMELESS.
I would not to want to be parted from my rifle and pay that outrageous price! The ad in GI was for a previous owner. I acquired it from him recently. The otherwise it seems the same.

The pad was on it when I acquired it. I was thinking about getting a red pad with Winchester on it. but have decided to keep it. I have several (non-Winchester) rifles in powerful calibers, Especially 9.3x74R and 7x65R. Have Limbsaver pads or these would really kick/hurt. I thought the solid rubber pad would not absorb recoil like my Limbsavers.
So I went out to the range with a slip-on Limbsaver ( never liked the “look”). I decided to see how the M70 would kick. I was very pleasantly pleased that the recoil was so mild and did not need to embarrass it with a slip on. My wife remarked how it seemed mild when she watched me.
So, I am leaving it intact. I would like to be able to install a newer scope, but the claw mounts and the Nickel 4x10x40 looks so good and performs superbly, and stay it together.

You’re right, this solid pad is a GREAT improvement, & since it’s a custom stock anyway, there wouldn’t really be any logic to a “Win” marked pad.
Nor would I dream of replacing the scope! Not familiar with that particular make, but in general German & Austrian optics are unsurpassed.

The optic is a lovely B. Nickel Zielfernrohre Marburg 4-10×40 scope made by Hertel & Reuss (now part of Swarovski)

Hertel & Reuss made the Nickel scopes. What H&R were known for over here is they were selected by Roy Weatherby with the advice of Maynard Buehler, on the recommendation of J. P. Sauer und sohn, to make the Weatherby Imperial line of scopes. Roy wanted “the best of the best, at a price” of Euro optics. I’ve owned several and they are excellent optically, although they lack the latest multi-coatings. The 2.5X -10X variable is superb but the crosshairs reticle grows and shrinks as the power changes. Not bad once you’re used to it but I think it was Redfield who first put the reticle in the second focal plane to keep it a constant size. Interestingly, Roy wanted to sell you an FN Deluxe magnum with sightless barrel, Imperial scope in a Buehler mount, and a high comb stock to match. BUT, if you didn’t trust scopes, his Plan B was the same rifle in a middling height combed stock, Imperial scope in a Weaver swing-over mount, and good iron sights. Like this 1956 .300 Weatherby Magnum Deluxe.

My scope has claw bases. B. Nickel Zielfernrohre Marburg 4-10×50 scope made by Hertel & Reuss (now part of Swarovski).
I have talked a gunsmith into making claw bases for $700. Two month wait. But Not sure it would really work because I need to find a scope that will sit far enough back for eye relief. Of well, I LIKE the scope I have well enough. As before, best for me to sit tight and work with what I have. Been working for about 66 years!

Maybe you don’t understand. This would not change the rifle, nor would the original scope with it’s claw bases would not be changed.
The I could use new different upper claw bases for an additional scope.
The lower claw bases would not be changed.
