Mike,
Winchester had many different sources (manufacturers) of the steel they used for there barrel steel. I suspect they bought the steel from whomever had the best price on the day they placed the order. Just for the Nickel Steel barrels alone, I know of at least three different companies;

C.N.S. (Crucible)
B.N.S. (Bessemer)
