Model 1985 Butt Stock marker

I bought a 1921 manufactured Model 1895 in nice, original condition. I’m curious about a brass marker about the size of a nickel on the butt stock with the number “9”. It’s raised from the wood surface, not embedded. The marker looks old like the rest of the rifle. 
Anybody know what that might be telling me?

This looks to me to be a rack number for accountability purposes. Now for whom is a very good question and one I doubt anyone can answer at this point in time. Could be a police department, a mine, a railroad or other business, etc. My opinion only. Tim
