WACA membership states that each member can get up to 15 record searches a membership period. How is this done? By phone, email or both?
I can not find an explanation of how this is accomplished.
Did I just miss something?

You have to be a member of the Cody Firearms Museum (CFM) and what the 15 searches are is 15 additional searches to the ones you get with your Cody membership.

As a member of WACA do I get the privilege of record searches?
If so how do I do that? This is the operative question.

In answer to your question, No, you do not get CFM (Cody Firearms Museum) records searches for simply being a WACA member.
You must first be a CFM member. CFM membership is through the Buffalo Bill Historical Center of the West – https://centerofthewest.org/get-involved/membership-support/firearms-membership/
Then if you are also a WACA member, you are entitled to extra searches above & beyond those you are entitled to as a CFM member – https://centerofthewest.org/explore/firearms/firearms-records/
