It sure looks like some sort of cover that might snap on a magazine tube to close or block an opening port on the tube for shells! IMHO!

I’m guessing it is a snap on rear sight rib— to improve view of the front bead on a shotgun.

That would be fun. Back in the old days there was a monthly mag that came out, called the the Yankee Magazine, and every month they had a quiz call “what is it”. I was always some old and obscurer farm implement and we would sit with my grand father and try to figure out what it was. Spoiler alert, he almost always knew.
