The vast majority of model 1895 carbines had an upper hand guard. However, I have seen a handful of guns that were ordered without the upper hand guard. These guns that were factory made without the upper hand guard did not have the slots for the attachment clips in the lower forend. If you’re Gun has these four slots, then it was factory supplied with an upper hand guard.
