I have noticed some carbines have an upper forearm but not all. Was this a special order?

No, it was standard on all of the Model 1895 Carbines. The Carbines you are seeing without it are incomplete. The upper hand guards were prone to breaking, or were removed for for other reasons.

I was under the impression that you could have ordered a 1895 Winchester Carbine without the upper hand guard. I have seen two 1895 Winchester Carbines that the stock wasn’t cut out for the spring clips, for the upper hand guard to fit into.

It is possible to have ordered almost anything. That stated, I have not (yet) encountered a Model 1895 Carbine without the provision for a hand guard. I would very much like to see pictures if you have one.
