Is it a Standard or a Special Model 43 Rifle. I highly recommend that you post a link to clear detailed pictures of the rifle.

I do not know what the marking above the serial number is or represents. That stated, I am 99%+ sure that it was not applied by Winchester, and was added after the fact.

From the picture you posted the stamping looks like a upside down “ETC” over the serial number. Look fairly large in size and are not in alignment with each other. So like BERT, I’m of the opinion its not a factory stamping, and likely someone’s random markings. For what reason, I do not know.
