Since when did Winchester ever make a Model 21 with something other than a Box-lock action ?

Here is another 21 Bert. If your referring to the added side plate that is added for more engraving details and is also Exhibition grade.

Not sure of who added. Not any difference than adding Ivory stocks to a Colt SAA. It is done all the time for Exhibition grade guns so they can have more space to show their artistic work.
