OfflinePat, I don’t know who made that sight but I don’t believe it was Winchester. In the Winchester 1875 catalog they had a fixed reticle globe sight. The buyer chose the one they wanted.
In the August 1881 catalog they show a new globe sight with interchangeable disc reticles. This one was made well into the 20th century. See below.

I looked in Nick Stroebel’s “Old Gunsights” book and your sight looks something like a Marlin globe sight shown on page 176. It appears to have a fixed reticle.
It also resembles the Lyman No. 17 which I believe had a fixed reticle.
