It looks like it could be a factory pad. It has the correct patent date and markings on it.

I'm voting for a reproduction pad. The main thing that identifies a reproduction is the spacing between the date and the year on the patent date. This one doesn't look like it has the factory spacing--very close.

I'm also suspicious when the hole filler plugs are below the surface of the pad. Winchester installed pads were flush with the surface.
