That’s an interesting rifle. There is at least one other like this as its illustrated in the Houze 1876 book. The one in Houze’s book was presented by Buffalo Bill Cody to his friend William Schneider. It’s an Express, SN 16,710. Octagon rifle barrel and forearm, carbine butt stock, with staple and ring in the receiver. Page 130.

It might be the only 1 of 1 with that specific serial number!
Is the $7,900 in Canadian dollars? In U.S. that’d be about $6,285. Which seems a little on the high side, even for a 1 of 1.
