Thus far, I have surveyed 224 Model 64 rifles in 219 Zipper, and based on my extrapolation table, Winchester manufactured approximately 5,850 of them in total.

In answer to your question, Yes, it is possible for it to be correct. However, I would like to see detailed pictures of it before making a definitive judgment of it.
Is it a Standard Rifle, or a Deer Rifle? Does it have a No. 98A bolt peep sight, or a 22-H barrel mounted rear sight?

My 25-35 Deer Rifle carbine ser. #1236315 has no tapped holes for a receiver sight either. I noticed the 219 Zipper carbine has no dovetail in the barrel for a rear sight. My Zipper carbine, #1241718, is identical. My 30 W.C.F. Deer Rifle (ser. #1151152) with the standard 24″ barrel has the bolt peep and is tapped for a side sight. Very nice collection.
