Yes, those are the type scope blocks regularly supplied in Model 70s with the Medium Heavy Straight Taper (target weight) barrel used on Target and Varmint Rifles.
The seller lists the heights based on height above barrel, whereas Lyman (and Unertl) typically listed block height as though it were sitting on a flat table (not a round barrel). Those blocks appear to be the 0.360″ tall barrel and 0.185″ tall receiver blocks that would be correct for the M70. Notably, they both appear to have the “Winchester dimples” on the left side of the block (to accommodate a pin type mounting screw like the Winchester A5/Lyman 5A scopes used) as well as the Unertl crescents on the right. While an anachronism by the time the M70 came around, those blocks with dimples are often found on M70 target rifles into the 1950s.
Too bad there are no screws… The little screws for the receiver block are awfully hard to find in unbuggered condition.
