Can an unlicensed person ship a rifle to an FFL dealer via Fed Ex ground? I checked their rules, and they said a person can ship a rifle to an FFL dealer for customization or repair. Does that mean I can not ship to an FFL for transfer? What sense would that make, it is legal for me under ATF rules to ship a rifle to an FFL dealer for any legal purpose rifle.
My understanding is a unlicensed person can only ship to a gunsmith.

It was probable a compromise in the law making when they first setup FFL regulations.

Why not just use the US Postal Service, I have had no problems in shipping rifles with them for years. I do not like to use UPS or FedEx since they began the very expensive "over-night requirement" for handguns to try to keep their employees from stealing them. BATF allows an unlicensed individual to legally ship a rifle to an FFL for any reason via the USPS or a carrier….FedEx may have some different rules??

I am happy to see that you upadated your orginal post.
Yes, it is perfectly legal for a private seller to ship a long gun (rifle or shotgun) directly to a Type 01 or 03 (C&R) FFL.
Personally, I would not use Fed EX or UPS. Shipping via the USPS is the most preferred.

Q: May a nonlicensee ship a firearm through the U.S. Postal Service?
A nonlicensee may not transfer a firearm to a non-licensed resident of another State. A nonlicensee may mail a shotgun or rifle to a resident of his or her own State or to a licensee in any State. The Postal Service recommends that long guns be sent by registered mail and that no marking of any kind which would indicate the nature of the contents be placed on the outside of any parcel containing firearms. Handguns are not mailable. A common or contract carrier must be used to ship a handgun.

READ #2. FedEx Ground will transport firearms (excluding handguns), but only between:

1. Licensed importers, licensed manufacturers, licensed dealers, licensed collectors, law enforcement agencies of the U.S. or of any department or agency thereof, and law enforcement agencies of any state or any department, agency, or political subdivisions thereof; or

2. Where not prohibited by local, state and federal law from individuals to licensed importers, licensed manufacturers or licensed dealers for the purpose of repair or customizing (and return of same).
USPS is double the cost of Fed Ex ground, you can check it on their sites.
I agree with Bert. I box up a rifle or shotgun, make my own label, pay the USPS with Pay Pal, have the USPS notify my friendly carrier, and the box is picked up the next day, no questions asked. You can add insurance and ‘signature required’ through your USPS account.

I’ve shipped about 300 hundred guns over the past 3 years guys. I’m not bragging or saying that’s a lot but it is a few. One thing I had a misconception about was who could send to who. I recently had my local ATF agent in my house, who I actually like a lot, and he straight out told me that ANYONE could send a FIREARM to any licensed holder , for any reason! Outside of box couldn’t be marked. Heres the problem: UPS and FEDEX(if they will even deal with guns where you are at, will ship pistols but they have to go NEXT DAY(bout $125 for a normal pistol). This is the reason that the USPS is the BEST one for pistol transfer from FFL"S. I personally use UPS for all my rifles and they pic it up at the house. Just my two…
