You didn’t say what configuration the gun was but 95-98% condition is worth that. $1000 gets you a poor gun, $2000 might get you a 50% gun all depending on configuration.

Winchester red book of gun values list that gun at $ 4000 to 5000.
If truly a high condition gun I would pay that for that gun with out thinking twice. The 10% gun and 50% gun will never appreciate like a 98% gun.
Do not see a 98% Winchester all original come up for sale very often that is 98 years old.

Is the $3,000 + prices valid?? for a 1917 95 – 98 % 25-20??
Yes they “can” be. But, you need to be absolutely certain that the finish is 100% original and not a reblue. Do you have photos of the rifle or a link to where it is offered. I will be glad to take a look at it for you.

$3000 is too much for that one! That not blue on the gun, its Black.

Definitely not the right shade of blue, screw holes on the receiver also look dished out.
A $3000 small caliber standard 1892 rifle would have to be nearly pristine to command that kind of money in my book.

You need to take some better pictures with a higher resolution so we can see some detail. If both guns are the same color then there is something amiss, A 1917 Winchester will have a different color blue than a 1975 gun. The signs of reblue I see is the metal it polished to a mirror finish, Winchester did not polish the metal that much. Its the wrong color, yes light can play a roll in what the camera shows but I also see the rounding of the corners which should be sharp. When Winchester finished the metal before bluing they had special screws in all the holes so a buffing wheel can’t grab the corner and round it. Thats what we call dishing around the screws. When you look at the gun with your eye, what color is it?
