Short answer.
Made by T. C. Orndoffr for an Anson Mills’ belt. Mills did not manufacture his belts or the buckles. He had the patent for this buckle and others for the belts. Winchester did make thousands of buckles for Mills but maybe not this one. Winchester had ties with Mills. Mills advertising can be seen on many Winchester ammo boxes.
See my earlier post about a different buckle. Ornodoffr was Anson Mills brother in law. Before Ornodoffr took over Mills didn’t get much money for his invention because he was a Military Officer. He did get some money though. Now the family got fully paid for their efforts.
