It’s possible you have one of the scarce factory-scoped 69s produced in the late ’30s. It’s also possible the scope is a non-factory addition. Can you provide photos of the scope & mounts?

Hi guys, I bought an old model 69 it has no serial number and has a factory mount and a Winchester. Did 69’s come factory with a Winchester mount and scope. It also has the original front and rear sights. Any info would be helpful.
Does it have the barrel-mounted open rear sight or the receiver-mounted rear peep sight?
Is the PW proof mark visible on the barrel left side just in front of the receiver? That is a feature of factory-scoped rifles. The barrel proof mark on the model 69 is typically on top and it will likely be obscured if the scope mounts are added after the rifle left the factory.
The factory-scoped versions are covered in chapters 2 and 7 of forum member JWA’s book “The Winchester Model 69 – Evolution in Design”.
