I do not know or have an answer for your first question. That stated, I highly suspect that the italic type marking was used after (later than) the block style marking.
In answer to your second question, that is an inspector’s stamp.
Thanks Bert. I was getting confused about the block and italic mainly because the OP said his rifle was a 1913 and mine is a 1927. I did not understand how the italic could be before mine. But then you explained that his barrel had to be a replacement, so it all makes sense to me now.
About the inspectors stamp? Were all of them marked that way? Also I suppose with that number you might be able to get a name of the person back then who actually inspected it?????That would be cool…

They were all marked with an inspector’s stamp, but not the same exact one that is on your rifle. Unfortunately, there is no known surviving information that can be used to identify who the inspectors were.
