I have a chance to buy a ‘NON-BRITISH” proofed dual sight bolt action 22. Proof mark is offset. Drilled and Tapped. Appears all original but the scope blocks, rings, and scope are missing. Finger grooved stock. No evidence that the blocks were ever mounted. Rates about 85% according to seller.
Is $625 a fair price??

Yes, that is a fair price, if it is a 69 “dual-sight” with dovetails for a front and rear sight and the holes for the scope blocks (and no non-factory modifications).
Dual sight rifles are NOT the Model 697 as mentioned in your title though, the 697 is much more rare and does not have provisions (dovetails) for sights, it only has the holes for the scope blocks. If you actually have a 697 then the $625 is about half the going price for one missing the mounts and scope.
Also, the Model 69 and 697 never had a finger groove stock so something is a bit wonky there. The Model 67 and 677 did have finger groove stocks though. Pictures would really help to determine what you have and then we can tell you exactly which bases and scope you need to return it to original configuration.

If it is a 67 Dual Sight without bases and scope $625 is about full retail price but they are hard to find so you did well. The correct bases and scope will cost you another $600-$700 and the value of a complete 67 Dual Sight is about $1400-$1600 if in very good condition.

Instead, you must use a third-party photo hosting website to upload your pictures and then post the URL to your pictures in your message post. If you have not previously posted to the WACA website, your first few messages will not be immediately posted until they have been reviewed by a Moderator or Admin and approved (or deleted if deemed inappropriate).
For all registered WACA members, the process to upload pictures is relatively simple;
1. Directly below the left corner of the message box is an active hyper-link “Upload Attachments” box that you need to select (click).
2. After clicking on the “Upload Attachments” the window “Select files” will open with + Add Files in the lower left corner. Select (click) on that option.
3. A new window will open on your device (computer, IPad, etc.) In that window, navigate to where you have your picture(s) stored.
4. Once you have located the picture(s) on your device, select the picture(s) you want to upload and click “Open”. This will load the picture(s) into the “Select files” box below your message box.
5. Place the cursor inside the message box where you want the picture(s) to appear, and then click on the “Start Upload” in the lower left corner of the Select files window. That will load the picture(s) into the message box.
6. Once all pictures are uploaded, scroll down and select (click) the “Submit Topic” option on the lower right side of your display screen.
