That is what is published in some sources, but it does not make much sense that the Model 1890 will allegedly hold (1) more 22 WRF cartridge than it will for the 22 LR. cartridge.
Interestingly, if you put (11) 22 WRF cartridges in the magazine, then load one into the chamber, the magazine tube will accept (2) additional cartridges for a total of (13). I do not own a Model 1890 22 Short to test how many it will actually hold, but I am willing to bet that it is (17) or (18) when load to the gills.

I have always wondered this myself, in all reality. I never did take the time to satisfy my wonderment. I can’t believe you don’t own a model 1890, in .22 short! That’s almost blasphemy, for a Winchester Collector stature as someone like yourself.
We’re gonna get some more 90 experts in on this one. There’s a few around here I know that.

I don’t have an answer the question but I happen to have a 1924 vintage Model 90 in 22 Long Rifle in my “gaze and ponder” vertical rack next to a 1914 vintage Model 1890 in 22 W.R.F. I’m not as observant as some of you but I couldn’t help but notice the relative positioning of the loading ports in the magazine tubes. The WRF loading port is 3″ further down the tube than the LR port. My point is there’s more to this than the relative length of the cartridges, at least for these two examples.

BTW I got curious and checked, the above mentioned 1925 vintage Model 90 in 22 Long Rifle does indeed hold 11 rounds in the magazine. I don’t have any WRF rounds on hand. Given the nominal lengths of each cartridge it’s plausible the capacity is indeed the same with the WRF and LR, at least for my examples.

I own several Winchester 22 Short rifles… but they just happen to all be the Single Shot variety! Repeaters are for sissies and those with poor marksmanship skills!!
This is my favorite 22 Short rifle, S/N 14187 received in warehouse August 29th, 1887 with a 24-inch 1/2 octagon No. 1 barrel, Beach combination front sight, and a Mid-range Vernier tang sight. It is deadly accurate out to 50-yds.
