Any good local gunsmith should be able to clear a jam and figure out the feed issue on a modern 94.

Clarence, thanks for the advise. I did just that. I was able to disassemble the mechanism and un-jam the snap-cap. Since I purchased the gun second hand, I decided to give it a good cleaning while it was down. I still need to figure out why it jammed in the first place, nothing appeared to be worn or broken (gun looks like it may never have been fired).

Glad you succeeded & saved yourself the cost (& possibly damage) of taking it to someone who knew no more than you about it. No idea what your intentions for the gun are, but commemoratives loose value fast if they show noticeable handling wear, because the folks collecting them have so many mint ones to choose from.
