That sight can’t be fixed since it has ready been welded. If you try to weld it again with without knowing what type of welding process was used or if the process induced impurities it will turn to crap in a hurry. Your looking at buying another sight.

Yes indeed, that sight is toast.  There are a couple of usable parts, ie., elevation slide and base screw.
