This rifle was made by Miroku in Japan starting in 2000 as the serial # OESLRH00XX is quite low. My research shows only 1000 were made.  I bought it in 2009 was told it was unfired.  It appears to be in new condition with box and brochure.  The wood and bluing look very nice.
