Saw this one on eBay. Never seen one like this before. Any ideas?

A very interesting one. Certainly not a Lyman design, but if that lower collar locks the stem, as on a Marbles, it’s not inconceivable it might be something from their shop; not that other makers couldn’t have come up with the same idea. Wonder what the function of that large screw might be? A friction adjustment, maybe?

The screw is the stop for the staff and not a friction. You can see the end of the screw on the opposite side The friction is done by the knurled nut on the side. I’ve seen some very nicely made sights over the years from garage machinists/gunsmiths and that is what this looks like.
