How did Winchester get the black bluing on the stainless steel barrels back in the late 1920’s ?

As I understand it, Winchester applied a black lacquer finish, referred to as Japanning.  It is notorious for flaking off with very little provocation.

Later Winchesters with stainless steel barrels, like the .220 Swift and .243 Winchester Model 70 Target rifles, had an iron plating applied to the stainless steel, and that was then blued. I have several of those and they hold up remarkably well.
