Hi Doc-
The “A” suffix was added to M54 serial numbers, not M70 serial numbers. So it is probably a M54 receiver.
Assuming you have only the receiver and no other parts, some other easily recognized distinguishing features are that the front action screw of the M54 entered the bottom of the recoil lug like a Mauser or Springfield, while that of the M70 enters the bedding flat behind the recoil lug, and that the M70 has a milled slot for the bolt stop on the bottom/back/left of the receiver while the M54, which used the sear as the bolt stop, does not. Also, the M70 receiver has a hole drilled for the trigger pin, which secured the trigger component of the M70 override trigger mechanism, while the M54 only has the sear pin hole.
These two pics show a complete M54 action compared to a M70. Hopefully some of the differences are apparent.
