Winchester 94 carbine buttplate screws

The carbine buttplate has two screws and one is shorter than the other. Which screw goes into the proper hole?

If both screws are identical (head shape and diameter of the threads) except for length just try them out.  Which ever way fits best is how I would put them in.

If logic is applied, the shorter one would go on the bottom. There are no depth limitations on the one that goes in from the top of the plate. That is what  I would try first.
