Quick answer is No, they did not. That stated, if someone was willing to pay extra for it, Winchester would make just about anything. None of the various cartridges offered in the Model 1895 would have benefitted from an 18-inch barrel length.

To the best of mu knowledge, a 28-inch barrel was standard for the 30 US and 303 British Sporting Rifles. A 24-inch barrel would have been a special order for those calibers. That stated, when the 30-03 GOVT and 30-06 GOVT cartridges were introduced, the standard barrel length for them was 24-inches.

Thank you Bert, you posted your reply as I was writing answering my own question which I found in Arthur Pirkles’s 1985/1895 book.
“The model 1895 saw a wide variety of standard barrel lengths depending primarily on calibre. Early, the 38-72 and 40-72 were equipped with 26 inch round or octagon barrels, the 30 U.S(30-40 Krag) and 303 British barrels were 28 inches long and round, the 30-03, 30-06, 35WCF and 405 calibres were equipped with 24 inch round barrels a standard“.
This way off topic but I have to comment on Rick’s statement about getting the water for the coffee. A very well known Winchester author and collector owns the property where the Coors waterfall is located. A couple of my friends were visiting and one of them went to the base of these falls and relieved himself. So maybe you should bring your own water.
