I have a special order 1895 NRA musket in 30/40 Krag that has an entry in the factory records “Target 200 Yards.” Does this mean that it was sighted in at the factory for 200 yards?

Yes, it does mean exactly that. I have seen many similar entries in the factory records for the Model 1885 that also state “Target Sent”, which means that the factory target was shipped with the rifle.
