In answer to your question, No, Winchester did not ever manufacture any Model 94s with a 9-digit serial number. When production of the Model 94 was discontinued at the original New Haven, CT factory (in March 2006), the serial numbers were very near 6.59-million (7-digits).
The serial number you mention does not correspond to the serialization on the modern reproduction Model 1894 guns that are currently being manufactured in Japan (Miroku) for the Browning Arms Company.
