I know the standard sight for the 218 BEE is the  98C but I was wondering if the bolt was milled and taped on all the 218’s even those that a open sights.

No, they were not. When a Model 65 218 Bee rifle was ordered with the 22-H open rear sight, Winchester did not mill & tap the bolt for the No. 98C peep sight.
