I know this one is pretty old and although it has seen better days and some use I still think it’s a great example.

Well to start this off, it is a Model 1894 versus a “64” (as you stated in the topic title).
The rear sight mounted on the barrel was originally on a Model 1890 Slide-action .22 rim fire rifle, and it is missing its elevation screw.
The barrel has an odd looking circumferential groove in it just forward of the frame ring (I have no idea why).
The serial number identifies it as a November 1899 production rifle.

All of the “early” Model 1894s are clearly marked as such on the upper tang (behind the hammer). Winchester moved the model designation to the barrel in the late 1920s. The pictures I have attached show the progression of the various tang marking Types that were used up to serial number 1020000 (March 1928).

Your description and thoughts on this rifle would make more sense to me if you had included a photo of the upper tang.
Here is the tang and the current sight.
if it is not correct just let me know and I’ll try to correct it.
