I came across a model 03 22 cal automatic rifle serial number 122998. I can’t find this serial number on the Winchester charts. Does anyone have ideas why?

The so called “Winchester charts” you refer to are not accurate (and they are not of Winchester origin).
Model 03 S/N122988 is listed in the original Winchester records as a September, 1930 production rifle. The final Model 03 S/N listed in the Winchester factory records was 126211, manufactured in September, 1932.
