Do any of you American members know if old Winchester parts can be legally imported to the U.S. without red tape? I have a few rifle barrels that I would like to sell from Canada and I know complete firearms(unless antique) must be import marked. Are barrels exempt from marking as it pretty much ruins them for a collector?

Mike,

If the parts are not serialized, the U.S. government does not have any restrictions on parts. Stick them in the mail or UPS, FedEx, etc.

It is the same here in the U.S., the receiver is the firearm (whether it is serialized or not) and the rest of the components are simply parts which can be imported with no problem as long as they are not restricted here such as suppressors, etc.  Export restrictions from the US are a bit different though and much more regulated, especially when exporting USGI gun parts or parts over $100 in value.

PS; I know what Bert meant to say but just to be clear, do NOT stick a non-serialized receiver in an envelope and FedEx/UPS it here.  Even a simple non-serialized tube receiver from a Model 69 or “receiver” integral with a barrel like the Model 67 and 68 are considered firearms and are subject to import restrictions.
