I have a Winchester 1873 rifle in 38-40 made in 1887 with a 28" octagon barrel. Were these fairly rare with this barrel length?

28" is not that rare. In the Jim Gordon book he has a section on rarity and the 28" octagon barrel is the most common after the standard 24" at about 7.5% in his survey. He did not break it down by caliber and barrel length.
