1885 Low Wall with tall breech block

A friend has a flat side low wall (SN 44781), apparently originally a .22 Long. It has a tall breech block. I thought the tall breech blocks were associated with 4-digit serial numbers. Is this action original? Or is it one assembled from parts?

The 1st variation low-wall rifles used the full height (non-scalloped) breech block, and are found in the 2253 – 17184 serial number range. The 2nd variation low-wall frames always used the scalloped breech blocks, so my opinion is that it is a parts gun.
