To get the correct cartridge length from re-formed brass you need to use the short (2.08″) 38-55 brass.
Buffalo Arms has re-formed 32-40 brass from time to time but they are currently out.
This past summer I was able to re-form 250 rounds of short 38-55 in a regular 32-40 sizer die and only lost 4 cartridges to over-crimping. So far I’ve fired them all and reloaded them with no problem. Cost: about 50¢.

Components not allowed on ebay! Hell, I didn’t know that, since I’ve bought & sold many reloading tools on ebay, and therefore assumed brass, at least, could be listed; left-wing SOBs.
Anyway, these cases I was actually wanting to sell, and I’ve got many others. Listed them at $40 on ASSRA site, but no takers so far.
