1890 carrier lever spring

could somebody tell me if the spring on the lifter lever is suppose to be tight enough that the lever pushed the carrier in the up position? this is on a model 1890 22wrf. 

I noticed the carrier comes up but as soon as the bolt moves forward the carrier drops. I pulled the back half out and noticed the carrier just sits in the down position and the end of the spring doesnt touch the lever. thanks. jim
