Nope... That's a middle of the State low fence "Hill Country" buck. I took my middle Son hunting there a long while ago when he was in high school b/c you see lots of deer and turkey, i.e. it's not "boring" for a teenager. He shot a much nicer one than mine (and a turkey and a cull buck)...

Hi Buckums-
What is the serial number? Reason I ask is that 1948 was when Winchester changed from the Type II "transition" receiver with cloverleaf tang to the Type III "latter" receiver with the oval tang. I can't quite make out which yours is...
IF it's a type III (oval tang) receiver, and you like the look/feel of the low comb (NRA style) stock, then for a hunting rifle I think I'd just watch eBay for a take-off stock with an added recoil pad. You're likely to find one for $150 or so, and if it's already been cut for a pad you can replace the pad, glass bed the action, etc. to your hearts content without worrying about devaluing an "original" stock.
Just my take... It's what I did to the 1950 vintage 30-06 Standard rifle that I use on deer... Not a great picture of the gun (scanned off a Kodachrome slide), but this is what it looks like with an average TX whitetail...

Best,
Lou

Lou, Your idea of an "average" Texas Whitetail is a hell of a lot more impressive than most I've taken over the years. I suspect that is an "average South Texas brush country buck."

Love the gun; it's an '06, but I gave up on and pulled its scope in low Redfield rings and put on a newish Lyman 48 WJS-H and the Redfield Full Gold Bead generously gifted me by Lou Luttrell. Now it works as intended and I've got a 1.25" 100 yard, 3-shot target to prove it.

Thanks for posting the picture. If you could, would it be possible to tell us what those letters are, as the glare from the picture makes it hard for me to make out. Thanks in advance.

We know from past similar Winchester rifle/carbines, that Winchester didn't do the aftermarket stamping on something like this, and similar to a rack number stamp or identification, whoever purchased these usually did the in house stamping themselves. It's something I've never heard of before or seen, but we have some pretty good and astute members here, and even possibly some lurkers with some knowledge that would be willing to chime in.

I'm assuming the #4 on it would indicate their might be a 1-3 also! Possibly 10 in the purchase or more. Just a guess on my part.

You're serial number of #847602, indicates it was mfg. in 1917,(WACA), so a search of the N.Y. Militia, of that period or their after could help in finding more out about this.

Let's see what Bert has to say, as he seem to be familiar with the jail systems! LOL!

I don't have the experience you do, Harry. Most I've seen have better than average wood and the fit and finish is also above average. Those characteristics always catch my eye. The receiver finish on my Legendary Frontiersman stained when I shot it with BP. Rather ironic but the guy I sold it to didn't mind.

Another thing to consider is that you'll have more prospective buyers for a NIB commemorative. Quite honestly I think the gently used guns make great shooters, sometimes a better deal than standard rifles.

Mike makes a good point. I've seen used, unboxed, run-of-the-mine but 98% commemoratives offered for sale for less than new Standard grade 94 carbines. The long, octagonal barreled guns seem to command the best prices.

Tom Henshaw told me the 1966 Centennials were a huge success and caused the gunmaking operation to make a profit that year - the only year it ever did from 1932 through 1980. So you can't blame Winchester for leaning heavily on commemoratives. Remember what else was going on in 1966. If you can't, just study a 1966 Model 70 specimen and all will become clear. (Don't do this on a a full stomach.)
