I had my hands on that rifle many years ago when it was in a past WACA members collection.  It is one of the two 38-55 rifles that I mentioned and pictured in my first Model 55 article back in the Winter 2012 Collector magazine - Winter 2012 (winchestercollector.org)

I was fascinated to see this 38-55 M55.  I've known from Bert's survey there have been two out there in .38-55, but it's fun to see one.  I also really like the Lyman No. 21 on it.  But what fascinated me the most was the buttstock.  It is not fluted.  I have a very late production M55 solid frame .32 special (1241xxx) (it's in Bert's survey).  Anyway, the buttstock on mine does not have the flutes either.  This .38-55 is the only other M55 I've seen without the flutes.
  

It also has a Type 7 upper tang marking versus a Type 6.

For those who might be wondering, the 25-35 WCF was the least common of the three standard calibers.  Thus far, I have only found (123) of them as compared to a total of (1,555) Model 55 rifles.  Of the (123), just (29) are the Solid Frame variation, which equates to just 1.9% of the total production.  Add to that, the subject rifle is the one & only special ordered Solid Frame rifle in 25-35 WCF.

That is one special rifle.  The pistol grip, checkered, aspect of the rifle really caught my attention too.  You don't see that on every M55 that comes along.

I suspect that you have one of the Canadian PCMR Carbines.  The marking you are describing is most likely the Canadian Broad Arrow that looks like this;

The serial number identifies it as an April 1942 production Model 94, and it is right in the middle of the known serial numnber range for the 2,500 Winchester carbines purchased by the Canadian government and shipped to British Columbia during WW II.
