Many collectors allowed George to photograph rifles (and shotguns) from their collections.  That does not mean he inspected each one the way he would when someone would send him a piece for his evaluation.

They were not have a constant force on the animals tail area, just if the saddle started to slip under load, I guess on a down slope. I guess they are rare enough where most people are not even sure of its use. I’d have to research the army regs on their use.

That's another good suggestion, applying equal pressure on both notches. That reminds me of an older tool made similar for working on an appliance like a washing machine. In the automotive industry the Spindle Nut wrench set is just that. And the opposite end is usually made for a 1/2 inch extension to fit into a ratchet.

No other markings that I can see that indicate this was USGI. I don’t know if it’s some type of transitional saddle to the 1913 model? Or it’s just a 1904 that somebody reworked with double cinch’s.
